It can be it depends on how you criticise them if it is done in a cruel, harmful or unfair way then yes it CAN BE treated as Anti Semitic but if you are criticising a person's politics for the policies alone and this person happens to be Jewish then no it's not Anti-Semitic but to criticise this persons policies simply because they ARE Jewish then YES it is Anti Semitic.
